Blue Rooms and Bank Owned Properties?

What is the deal with foreclosures, especially the ones in Las Vegas. Either one of the rooms or in the case of a foreclosure we toured today the garage was painted blue. Each time we visit four bank owned properties at least one if not more has a blue room. Does anyone else out there notice this phenomena?
